What stress does to collective decision-making

Three observable degradations

Attentional narrowing. Under load, a team handles what is visible and noisy, and stops handling what is structural and silent. That is why a saturated team forgets to notify the regulator: the obligation exists, it is simply no longer in the field of view.

Fixation on the first hypothesis. The most plausible explanation voiced in the first ten minutes becomes the interpretive frame for everything that follows. Information contradicting it is dismissed as noise.

Compressed reasoning. The number of options considered drops. A team that compares three solutions in calm conditions considers only one under pressure.

These mechanisms are not corrected by willpower. They are compensated by procedure.

The counters that work

An imposed rhythm. A situation point at fixed times, invariable agenda. It forces a return to the silent topics: regulatory obligations, people, the 24-hour horizon.

Statement status. Every assertion is prefixed with "confirmed fact", "hypothesis" or "unverified". It is the most effective counter to fixation, and it becomes natural within minutes.

The anticipation role. One person dedicated to the 24–72 hour horizon, handling nothing in the current hour. They keep attention on what narrowing makes disappear.

The forgotten-items checklist. Five questions asked at every situation point: are people all right? is there anybody to notify? what did we promise and by when? who takes over? what will have changed by tomorrow morning?

Fatigue

After twelve hours awake under stress, decision quality is comparable to that observed under mild alcohol influence: longer reaction times, increased risk-taking, reduced self-assessment. The person concerned does not perceive their own degradation — which is exactly what makes relief non-negotiable.

Hence the rule: relief organised from the second hour, nobody beyond twelve hours, formal fifteen-minute handover with the incident log.
